The title of the paper summarizes it quite well already. It is motivated by the scenario of self-localizing underwater robots. The topic was (and probably is) lacking publications addressing the underwater domain with its specific challenges. Paper - Towards Full Actuation: Reconfigurable Micro Underwater Robots

The basic idea of this paper was to combine multiple underactuated vehicles to increase the maneuvering capabilites. This way it is possible to maintain a slender shape of the robot to fit through tight passages, such as inspection holes, while also beeing fully actuated when reconfigured.
